Funding & Readiness

Five funding lanes. A disciplined readiness framework.

A funding landscape and a readiness framework. This page describes where opportunities may be found and how each one is qualified, prepared and managed.

Before any application

Before any application, proposal, contract, or award, we confirm the opportunity-specific requirements and assemble the appropriate organizational documentation. Every opportunity is reviewed independently for eligibility, geographic reach, applicant status, match, indirect-cost rules, required partners, reporting, and allowable activities. No registration, certification, eligibility condition, or award status is represented as current until it has been verified for that submission.

Five funding lanes

Each lane lists where opportunities are published, what readiness it requires, and the roles or routes it allows. Listing a lane describes a landscape to be explored, not funding received.

Lane 01

Federal Grants and Cooperative Agreements

Sources

Grants.gov, SAM.gov Assistance Listings, agency NOFOs, pass-through programs, and federal cooperative agreements.

Readiness

Legal entity and EIN; UEI and active SAM registration when required; Grants.gov roles; current representations; organizational capacity; detailed budget and narrative; 2 CFR 200 and agency-specific compliance review.

Roles

Direct applicant, consortium member, subrecipient, training provider, community partner, or contractor—only when the notice permits.

Lane 02

State Grants and Procurements

Sources

Texas eGrants, Texas HHS Grants Portal, Texas Education Agency, state departments, statewide procurement systems, and federal funds administered by the state.

Readiness

Texas legal and tax status, agency registration, Authorized Official, state assurances, Texas Grant Management Standards, match documentation, insurance, and program-specific certifications.

Focus

Education, youth, families, workforce, health promotion, community capacity, public safety prevention, and economic opportunity.

Lane 03

County, City and Regional Funding

Sources

County and municipal grants, RFPs and RFQs, school districts, workforce boards, public-health entities, libraries, community-development funds, and locally administered federal pass-through awards.

Readiness

Local vendor registration, service-area evidence, community need, resident benefit, partner commitments, cost reasonableness, accessibility, insurance, and local reporting requirements.

Delivery

Place-based workshops, outreach, participant services, capacity building, facilitation, and technical assistance.

Lane 04

International Grants and Partnerships

Sources

United Nations Partner Portal, UN Global Marketplace, European Commission Funding & Tenders Portal, bilateral agencies, embassies, international foundations, and eligible cross-border consortia.

Readiness

Portal registration, legal documents, project history, country eligibility, local implementation partners, safeguarding, anti-bribery, sanctions screening, data protection, currency and banking controls, co-financing, and monitoring requirements.

Routes

Civil-society partnership, supplier opportunity, call for proposals, consortium participation, or locally anchored subaward.

Lane 05

Corporate and Foundation Support

Sources

Corporate foundations, community investment, CSR and employee-engagement programs, matching gifts, sponsorships, in-kind donations, private foundations, and invitation-based philanthropy.

Readiness

Alignment with published giving priorities, current tax-status documentation when required, concise case for support, measurable outcomes, leadership information, budget, recognition plan, and impact reporting.

Options

Program grant, general operating support, sponsorship, cause partnership, employee volunteer initiative, technology or professional-services donation.

A framework for responsible partnership

Six domains are reviewed for every opportunity. They describe a control framework, not a certification.

Domain
What is reviewed

Eligibility review

Applicant type, geography, population, allowable activities, funding restrictions, exclusions, and deadline.

Registration verification

Legal entity, EIN, tax status, UEI, SAM.gov, Grants.gov, state/local portals, and international or corporate systems as required.

Program controls

Scope, staffing, safeguarding, accessibility, nondiscrimination, data, intellectual property, and partner responsibilities.

Financial controls

Approved budget, allowable costs, documentation, procurement, match, indirect costs, currency, insurance, and reporting.

Performance management

Outputs, outcomes, milestones, participant feedback, evaluation, deliverables, and continuous improvement.

Risk & due diligence

Conflicts, exclusions, sanctions, anti-bribery, cybersecurity, subrecipient risk, and partner capacity as applicable.
